NHS NYY - Public Health support to CCGs and responsibilities for population health and healthcare The Health and Social Care Act that gained Royal Ascent on 27th March will see the responsibility for public health at a local level transfer to local government from April 2013. Good population health outcomes, including reducing health inequalities, rely not just on health protection and health improvement, but on the quality and accessibility of healthcare services provided by the NHS. That is why local public health teams will continue to have a key role in providing public health expertise for the NHS commissioners of healthcare services including the developing Clinical Commissioning Groups (CCGs) and the National Health Service Commissioning Board (NHSCB). Subject to Parliament, local authorities will from April 2013 have a duty to provide a core service of specialist public health expertise and advice to NHS commissioners. Following publication of guidance from the Department of Health the attached Memorandum of Understanding has been agreed between NHS North Yorkshire and York Public Health Directorate and the developing CCGs in North Yorkshire and York for the period 2011-12 and will be further developed through the transition of public health to local authorities during when responsibility for public health transfers to North Yorkshire County Ccouncil and City of York Council respectively.
