Chair -
Kevin McAleese CBE |
|
Kevin’s
first job was as a midshipman with the Blue Funnel Line of Liverpool,
sailing to the Middle and Far East and Australia, before qualifying as
an ocean-going navigator. He then left the sea for University and
subsequently began a 30-year teaching and school management career in
England and West Germany. He became head teacher of an Essex
Comprehensive in 1987 and then of Harrogate Grammar School in 1992.
In 2002 Kevin retired from headship to join Northern Education, a
regional consultancy, where he is now Vice-Chairman and Director of
Operations.
In the
same year he became a Non-Executive Director and Vice Chairman
of the Craven, Harrogate and Rural District Primary Care Trust.
In 2006 Kevin was appointed to the new North Yorkshire and York
PCT as a Non-Executive Director and Vice-Chair, and also became
Chair of the PCT’s Provider Committee, overseeing the work of
some 4,500 staff in mental health, community and unscheduled
care services. On 1 April 2009 Kevin was appointed as Chairman
of NHS North Yorkshire and York.
Kevin lives in Harrogate with his wife,
who is Chief Executive of a not-for-profit psychiatric hospital
in York. He is a Fellow of both the Chartered Management
Institute and the Royal Society of Arts, and he was made CBE in
1998 for services to education. |

Audit Committee Chair - Geoffrey Donnelly (Voting Member) |
|
Geoffrey relocated to the village of
Giggleswick in the Yorkshire Dales six years ago. He is married
with two daughters, and his wife is a Consultant Paediatrician
practising in Cumbria. His successful business career has
included appointments as Finance Director and Company Secretary
of Legrand UK Ltd and Financial Controller for Marks & Spencer,
the latter during a particularly successful period of that
company’s history.
He currently holds a number of
directorships and is a Chartered Director. He is an Independent
Governor of Oxford Brookes University and a director of the
Higher Education Academy. He is also a director of the National
Examining Board in Occupational Safety and Health.
Geoffrey has previously been the Vice
Chair of the Thames Valley Strategic Health Authority and a Non
Executive director of Craven Harrogate and Rural District
Primary Care Trust.
He is a Fellow of both the Chartered
Management Institute and the Chartered Institute of Personnel
and Development. |

Liz Burnley CBE (Voting Member) |
|

Liz Burnley has an MSc in Occupational
Psychology and also an MBA. She pursued a varied career in
Human Resources in the commercial sector and in consultancy.
She was Employee Relations Director and then General Manager and
Director of RFS Locomotives before joining Boots plc as
Selection and Assessment Manager and then People Development and
Country Support Manager for Boots Retail International.
She then became Business Services and UK HR Manager for the
Huntsman Corporation before joining Common Purpose as the
Programme Director for York and North Yorkshire. Liz is
also currently Chair of Trustees and Chief Guide for Girlguiding
UK, and she lives in Womersley. |

David Harbourne (Voting Member) |

David Harbourne was brought up in North Yorkshire and later
studied at the London School of Economics and the Ecole National
d’Administration in Paris. He worked for the Ministry of
Agriculture, Fisheries and Food for ten years and served as
Private Secretary to three Ministers. In 1989, he was appointed
Director of the National Association of Master Bakers, and later
became Chief Executive of the Hospitality Training Foundation.
During this time, he was also an elected member of North
Hertfordshire District Council.
David returned to North Yorkshire in 1999
to become Chief Executive of the local Training and Enterprise
Council. He oversaw the transfer of responsibilities to the
Learning and Skills Council (LSC) and was Executive Director of
LSC North Yorkshire until October 2005. He now works as a
freelance consultant in the field of education and training
policy. |

Rachel Mann (Voting Member) |
|
Rachel
Mann is a local business woman with extensive experience of the public
sector. She is founding partner and managing director of
an executive coaching and leadership development company
based in Harrogate.
Rachel has many years of experience in health and local government and
the skills sectors. For over 10 years Rachel worked at director
and chief executive level, initially in the health service and
subsequently local government. Rachel was Chief Executive of
Craven District Council in North Yorkshire for 5 years from 1999 to
2004. In addition to this executive experience Rachel has held
non-executive posts over the last 8 years. She was a member of the
learning and skills council for North Yorkshire from 2001 to 2006 and
appointed chair in 2006. She also served on the Regional Board of
the learning and skills council from 2006 to 2008 and last year was
appointed Regional Chair. The regional learning and skills council
is responsible for the £1 billion budget that funds all post-16 skills
and further education across the region.
Rachel has particular skills in change management and organisational
development and holds a masters degree in Leading Innovation and Change.
She currently works extensively in leadership and partnership
development. |

Roy Templeman (Voting Member) |
|
Roy
lives in Easingwold and his career has spanned 32 years in Local
Government and recently (since May 2009) as managing director of
his own company working in business and people development. He started work as an Environmental Health Officer
and when working in Coventry in the early 80's developed one of
the Country's largest health education units and worked on a
number of housing and environmental issues relating to the
'health divide' helping to tackle inequalities in health. His
career quickly developed to senior management roles which have
helped to deliver nationally recognised centres of excellence in
procurement, development and regeneration, transport planning
and performance management.
In June 2004 he became Chief Executive of
Chester-le-Street Council and over the four years from 2004 -
2008, has transformed the performance and service delivery of
the Council to become the first local authority in the Country
to progress from a poor to good authority as measured by the
Audit Commission.
Roy has maintained a strong interest in
improving the health of all members of our communities and has
delivered a diverse range of services that have helped
to improve living conditions and lifestyles for the people he
has served. In 2008/09 he was a member of the steering group
for Smoke Free North East helping to deliver a significant
reduction in smoking and related illnesses within the North East
Region. |

Maureen Vevers (Voting Member) |
|
Maureen Vevers graduated in Economics and
Statistics and has pursued a varied and extensive commercial
career with large private sector companies. She was
Principal Consultant for nine years with KPMG Management
Consulting before joining Makro Self Service Wholesalers as IT
Director, moving to East Midlands Electricity and then Powergen
plc as Group IT Director. In addition to her IT expertise
and experience, Maureen has held non-executive roles with both
the Learning and Skills Council and the Institute of Cancer
Research. She is currently an Audit Committee member of
both the University of York and the Joseph Rowntree Foundation,
and she lives in York. |

Janet Dean (Non voting member) |
|

With more than twenty years
experience of strategic and high level management in the public
sector, Janet Dean has worked as Director in London and the
North of England managing most universal public facing services
housing, social services, planning, environment and transport.
In 2005 Janet co-founded the Dean Knight Partnership, a
specialist architectural and project management company and in
2011 Janet established a collaborative venture, The Open
Channel, through which she delivers leadership development and
organisational change projects. Janet is currently Chair of
Sheffield Homes, the country’s largest arm’s lengths housing
company, Deputy Chair of the Governing Body of Sheffield Hallam
University, and a Board Member of the National Federation of
ALMOs. A Fellow of the Royal Society of Arts, Janet has been
designated a Public Appointments Ambassador by the Government
Equalities Office, and appointed by DCLG to serve as a member of
Doncaster Council’s Recovery Board. |

Chief Executive - Jayne Brown
OBE (Voting Member) |
Prior
to joining the PCT, Jayne was Chief Executive of Doncaster PCT which
she held from October 2006.
Jayne was previously Director of Health and Performance Improvement at
North and East Yorkshire and Northern Lincolnshire Strategic Health Authority.
Jayne joined North and East Yorkshire and Northern Lincolnshire SHA in
August 2004 from her role of Chief Executive of Doncaster East PCT.Jayne joined the NHS in 1990 and has held numerous senior management posts in
both trusts and health authorities. Prior to joining the NHS she worked in local
government and in the private sector specialising in human resource management
and organisational development. She was awarded the OBE in 2004 for services to
the NHS. |

Director of Finance
and Contracting - Adrian Snarr (Voting Member) |
|
Adrian
qualified in 1998 as a Chartered Management Accountant and is
also a member of the Chartered Institute of Management
Accountants Public Sector working group. He has 20 years'
experience working in the NHS.
He held numerous positions within the former North Yorkshire
Health Authority and then worked for Selby and York Primary Care
Trust as Head of Finance. In 2006 he took up the post of
Associate Director of Finance and Contracting for Community and
Mental Health Services, this role also covered Estates and
Facilities. In December 2010 Adrian took up his present post
of Director of Finance and Contracting for NHS North Yorkshire and York. |

Director of
Standards - Bill Redlin (Voting Member) |
|
Bill is a science graduate of the University of
St Andrews and spent the first ten years of his career working
in private industry for multinational companies.
In 1990 he moved into NHS management to take up
the post of Business Manager for Surgery in City Hospitals,
Sunderland.
In 1992 he joined a large GP fundholding
practice in East Lancashire as Business Manager, moving two
years later to the East Lancashire Health Authority, with
responsibility for commissioning hospital services from a wide
range of secondary providers.
With the introduction of Primary Care Groups,
Bill moved to be Chief Executive of the Burnley PCG. He
subsequently moved to Harrogate PCG where he held a similar post
for three years until the formation in 2002 of the Craven,
Harrogate and Rural District PCT, which Bill joined as Director
of Performance and Information. |

Director of Commissioning Development for NYY Cluster - Sue
Metcalfe (Voting Member) |
|
Sue
began her NHS career as a state registered Podiatrist moving
into general management in 1991 for Northallerton Health
Services NHS Trust, where she occupied roles as Therapy Manager
and Community Business Manager.
Following a
move to Tees Health Authority in 1994, Sue moved through a
series of contracting and commissioning roles to become
Assistant Director of Commissioning covering a wide spectrum of
services.
Sue then took
up the appointment of Director of Acute Services, Planning &
Development in North Tees and Hartlepool Hospitals Trust and
then in 2004 moved into primary care as Director of
Commissioning and IM&T with Hambleton & Richmondshire PCT.
She moved to
Hull PCT in 2006 to take up the role of Locality Director and
Executive Director of Commissioning & Strategy for the PCT,
leading the overall commissioning process and strategic health
service planning across the city of Hull.
Sue joined NHS
North Yorkshire and York in July 2009 as Deputy Chief Executive and Director of
Localities. |

Medical Director (Primary Care) - Dr David Geddes
|
|
David Geddes qualified as a doctor in 1987
from the Royal London Hospital Medical College. He moved to
Yorkshire to train as a GP on the York vocational training
scheme in 1989 and became a GP principal in 1993. He lives in
York with his wife and three children.
David has a special interest in community
psychiatry, and for several years worked as a clinical assistant
with one of the community mental health teams. He is a trustee
for a local mental health charity supporting rehabilitation of
patients with chronic mental health problems.
David joined the Selby and York Primary
Care Trust initially as a member of the Professional Executive
Committee, before being appointed as the Medical Director for
Primary Care in May 2004. He now combines his role as a GP in
York city centre, three days a week, with his role as Medical
Director for Primary Care with NHS North Yorkshire and York. |

Interim Director of Nursing
- Julie Bolus |
|

Julie qualified as a nurse in 1985 and has worked
in the NHS for all of her adult working life. She has held the
position of nurse board member in four organisations (NHS
Bradford, Leeds, Doncaster, and Wakefield). She worked as a
practice nurse for many years before going into management and
is passionate about improving outcomes for people. Her main work
over the last few years has been on improving services and
outcomes for Children and Young people and for vulnerable
adults.Julie is married to David and has three sons and
one grandson. She is a passionate Leeds United fan and hopes
that this is not disadvantageous to a successful secondment to
the Trust. |
